Opening Doors to Civic Participation Home>Resources Overview>Boroughs BoroughsBoroughs are small municipalities that have a strong and dominant council, a weak executive and other elected officers with powers independent of the council. The governing body of the borough is an ejected council. The tax collector, assessor and auditors are also elected. Many other officials are appointed by the borough council.(1) The mayor is elected fort a four-year term; councilmen are elected for four -year overlapping terms. A borough not divided into wards has three, five, or seven members of council; in boroughs divided into wards, one, two, or three are elected from each ward. The pwers of council are broad,and extensive, covering viritually the whole range of municipal functions.(1) There are fourteen boroughs in Indiana County.
