Campaign Finance Reform

The League of Women Voters of the U.S. Position in Brief

Improve methods of financing political campaigns in order to ensure the public's right to know, combat corruption and undue influence, enable candidates to compete more equitably for public office and promote citizen participation in the political process.

The League of Women Voters of PA supports:

  1. Effective campaign finance disclosure requirements. In 2003, LWV of Greater Pittsburgh successfully lobbied for candidates for county office to have their campaign finance information posted on the LWVGP web site.
  2. Limits on contributions to candidates for public office at all levels of government. In 2003, LWV of Philadelphia successfully lobbied for municipal legislation that limits an individual’s contributions to candidates for Mayor and City Council to no more than $1000 and Political Action Committee (PAC) contributions to no more than $5000 per year, as well as limits on the total amount candidates can receive in contributions during an election year ($500,000 for Mayor, $50,000 for City Council). The law also authorizes candidates to sign a contract to abide by campaign spending limits. LWV Philadelphia is investigating formation of a campaign finance oversight board to monitor campaign contributions and expenditures. LWVPA has unsuccessfully lobbied for reforms that would limit the size of contributions to candidates for state public office. There are now no limits. LWVPA also supports a system of partial public funding of campaigns for statewide office.
