DEATH PENALTY

POSITION IN BRIEF

Support government action for a moratorium on the death penalty in Pennsylvania.

BACKGROUND

The LWV of Greater Pittsburgh, after a study of the present use of the death penalty in Pennsylvania, reached the conclusion that a moratorium should be imposed to provide the opportunity to assess the administration of capital punishment in PA, its fairness and consistency, the availability of adequate defense counsel, racial equity, its use in cases of developmentally disabled and mentally ill defendants and its application to juveniles. The position supporting a moratorium was adopted by concurrence of other local Leagues in 2003.
