LWV US Opposes Senate Bill 354
To: Members of the Senate of Pennsylvania, April 20, 2007

From: Elizabeth Milner, President LWV US

Re: Senate Bill 354
In behalf of the statewide membership of the League of Women Voters of Pennsylvania I am asking you to oppose Senate Bill 354 which would reduce citizens' ability to petition for relief from pollution by narrowing the petition rights to only those pollutants that are already specifically regulated by the Department of Environmental Protection, or already covered by federal or state statutes.
The fundamental right to petition Pennsylvania's Environmental Quality Board (EQB) for rules that protect health and the environment is one of the vital tools Pennsylvania citizens have to participate in the democratic process.

The League strives to promote an open governmental system that is representative, accountable, and responsive. Senate Bill 354 meets none of those requirements. We urge you to vote against final passage of this legislation.
