The League of Women Voters of Philadelphia Issues & Action At the Mayor's request, a representative from The League of Women Voters of Philadelphia serves on the Mayor's Advisory Task Force on Ethics and Campaign Finance Reform. Below you will find both the preliminary and final report for the task force. In Pennsylvania, judges are elected by the voters in the Commonwealth. However, many organizations have been working to change this to a merit-based selection process including the League of Women Voters of Pennsylvania. Currently, there are two bills in the the Pennsylvania General Assembly, HB 1619 and HB 1621. Charlotte Glauser, a member of the League of Women Voters of Philadelphia, is the Judiciary Specialist for the Pennsylvania League. On December 7, 2009, she testified on these two bills regarding merit selection.
