Statement from LWVPA on the House passing HB 280

The League of Women Voters of Pennsylvania (LWVPA) applauds the bipartisan House vote to approve opening primaries to voters unaffiliated with a political party. This important action represents a meaningful step toward making our elections inclusive of all Pennsylvania voters, regardless of party affiliation.

Primary elections play a critical role in shaping our democratic process and determining which candidates advance to the general election. By opening these elections to unaffiliated voters, Pennsylvania demonstrates its commitment to expanding political participation and giving every voter a meaningful voice in selecting their representatives. 

Currently, Pennsylvania’s closed primary system excludes a significant portion of voters (over 1.5 million people, or more than 16% of PA registered voters) from participating in these foundational contests. This legislation would empower unaffiliated voters to engage in the full spectrum of the electoral process, strengthening democracy and ensuring candidates are responsive to a broader range of constituents.

LWVPA urges the Pennsylvania Senate to pass this legislation before the legislative session concludes next week. The time to act is now, and we encourage the Senate to recognize the importance of this reform for our Commonwealth’s future.
